However, the small licenses also specified the communication range, so according to the 22nd decree, it should be: Address: National (all blank) + Communication Range: Inter-provincial + Use Area: National, in order to legally use it in another province.
Regarding understanding at the administrative level, based on a situation where a province investigated enthusiasts holding licenses from other provinces, my statement refers to whether a license issued by a provincial authority is legally valid for use within that specific province.
First, check if the station address is specified. If it is, then the device cannot be carried out for use; otherwise, determine whether it is fixed within a specific province or nationwide. Then, consider the intended usage rather than the communication range.
