Given the complexity of the information contained in various licenses, the following interpretation applies under strict review as outlined above:
1: Under the new regulations, "communication range" is now considered a historical legacy item. Neither the Ministry of Industry and Information Technology's license template nor the new regulations include any relevant provisions for it.
Article 19: Amateur radio station licenses must specify the station's setup, operator, technical capability category and number, call sign, location/area of operation, operating frequency, transmission power, license number, date of issuance, validity period, issuing authority, and any special provisions; licenses for amateur repeater stations and amateur beacon stations must also specify operational modes.

2: Referencing the informal wireless radio usage call sign issue released by the Ministry of Industry and Information Technology (MIIT) on November 16, 2023.
According to Article 25 of the "Regulations for the Administration of Amateur Radio Stations" (Ministry of Industry and Information Technology Decree No. 22, hereinafter referred to as "the Regulations"), "Amateur radio stations established in accordance with the law, which cover two or more provinces, autonomous regions, or municipalities directly under the central government, or which are located outside the country, may operate from locations other than their designated location, provided that they comply with the relevant regulations of the local radio management authorities." According to Appendix 3 of the Regulations, amateur radio stations in China are divided into 10 zones, numbered 1-9 and 0, each containing 1-4 provincial administrative regions. Based on Article 25 of the Regulations, which specifies the requirements for operating from locations other than the designated location, when actually operating from a different location, if it is a cross-zone operation, the prefix "letter B, amateur radio station zone number of the operating location, /" (hereinafter referred to as "prefix") should be added before the call sign; if it is an operation within the same zone but across provincial administrative regions, the prefix should generally be added before the call sign, but to improve operational convenience and communication efficiency, it can also be used directly without a prefix.
It is important to note that amateur radio enthusiasts must strictly adhere to the location and permitted use area specified in their amateur radio license, and they are not allowed to operate an amateur radio station outside of the geographical area specified in their license.
Based on the above two requirements for displaying information on small licenses, you should first check if the station address is listed. If it is, then the license is for a fixed location and cannot be carried out for use elsewhere. If not, you need to determine whether the license applies only within a specific province or nationwide. At this point, consider the intended use rather than the communication range.
However, in reality, different regions have varying understandings, and using it across provinces is recommended for legal reasons. It is advisable to consult with local authorities to confirm its availability. (Especially important for shortwave enthusiasts who may be particularly vulnerable.)
