Don't worry too much about Class A radios. If you're using one for general communication while out and about, and not driving, then your radio is essentially a two-way radio. As long as you're not in sensitive areas, most people won't find it suspicious, and few will even know that you need to have a license to operate a radio. Who cares if you're breaking the rules?
Class B can be applied for with a higher level, and if possible, it's best to apply as soon as possible to avoid delays.
