This isn't to say that all national telegraph services are about to be shut down, but there will certainly be people who continue to seek ways to use telegraphs, citing historical reasons and sentimental attachments.
Could we organize some "hop" enthusiasts in different provinces and cities to use CW, find a frequency with few participants, and set up a weekly online bulletin? We could charge a small service fee (which wouldn't be for profit), plus postage (where customers would pay extra for registered mail)...
This approach avoids violating amateur radio regulations while also providing a way to promote amateur radio, and it conveniently coincides with the surge in traffic in Hangzhou.
I'm just getting the feeling that it's not realistic as I keep writing...
