At least telegraph services have a history and are backed by state-owned enterprises, what can we do on our own? Haha!
Perhaps we could apply for a license from MIIT (Ministry of Industry and Information Technology), but the chances of them approving it are very slim.
(Who is in Hangzhou? I want to send all the telegrams from Hangzhou Telecom to Shandong, supposedly Shandong China Unicom can receive them and it's a paid service.)
