1、Currently, the Chinese card agency only handles "outgoing" cards; there is no "incoming" business. This means that foreign card agencies send cards to the BY card agency, and the Chinese card agency then forwards them based on the call sign to the 0-9 district offices, which in turn forward them to the relevant provincial office within each region. For example, if you receive a foreign card, it will first go to the BY card agency, then be forwarded to the 5th district office, and finally to the person in charge of Jiangxi Province, who will then contact you.
2、The card you send to the foreign card agency can be sent through the HAMCQ card group, or you can independently inquire about the address of the corresponding country's card agency and send it yourself. QRZ.CN also used to offer this service, but I don't know if it is still available now.
3、Because the card agency currently has no "upward" business, domestic cards do not pass through the card agency.
4. Generally, there are no specific situations that require contacting a regional contact person; it's sufficient if you can be contacted by the provincial contact person.
5. Regarding the final routing for B8/BG5JFI, it can only be determined by checking which area BY sorting forwarded it to at the time. Both areas are possible destinations, so it is recommended to keep contact information with both sides.
6、The entire downlink, from the card issuing office to provincial contacts, is voluntary work. You provide your own time and effort, without any fees being charged. However, if you need a provincial contact to send you a card, you will be responsible for paying the postage. Of course, you can also pick it up yourself after making contact.
