我的理解：通信范围不写就是不限；有台站地址就只能在台站地址那里使用（不能带离地址）；执照是不是打印错了，设备型号那写的像是个核准码？

新规来说没有通讯范围是对的。然而各地实际存在理解不同导致执照载明事项五花八门。以[工信部新执照模板(俗称大执照)](https://www.miit.gov.cn/cms_files/filemanager/oldfile/miit/n1146285/n1146352/n3054355/n3057735/n3057743/c6603160/part/6603166.pdf)做参考，台址/使用区域是绑定一起的，所以是个固定台。

听网友的不如咨询无管，一旦-5000没有网友帮你出钱。目前全国各地对政策的理解和执行都不统一，别人的经历在你执照的所在地、在你携带电台发射的外地，都不一定适用。

When I filled out the "Amateur Radio Station Application Form" last month, I selected "carried or handheld" for the usage method and entered "Henan Province" for the station location/setting area. However, after receiving the license, I found that the address listed on the license was not the same as the station location/setting area I had filled in on the application form, but rather the contact person's communication address. Why is this the case?
Now that I've switched systems, can I contact the staff directly to change the settings region to nationwide? Once that's done, will I be able to use my equipment legally across the entire country? Will there be any issues with departments in other provinces not recognizing it?

If you apply nationwide, you must also provide a separate justification for operating across provincial boundaries. This is particularly important if you intend to operate in another province or autonomous region. You must also comply with local radio regulations. For example, if you apply for an U-band handheld radio in Henan and then move it to Zhejiang, which prohibits the use of U-band radios, the authorities in Zhejiang can issue a penalty against you.

If you're using the license you provided, it usually indicates a fixed location because there's an address listed. However, since the Henan system is newly set up, you should simply reprint a copy.
