我的理解：通信范围不写就是不限；有台站地址就只能在台站地址那里使用（不能带离地址）；执照是不是打印错了，设备型号那写的像是个核准码？

新规来说没有通讯范围是对的。然而各地实际存在理解不同导致执照载明事项五花八门。以[工信部新执照模板(俗称大执照)](https://www.miit.gov.cn/cms_files/filemanager/oldfile/miit/n1146285/n1146352/n3054355/n3057735/n3057743/c6603160/part/6603166.pdf)做参考，台址/使用区域是绑定一起的，所以是个固定台。

我上个月填《业余无线电台设置、使用申请表》的时候，使用方式勾选的“背负或手持”，台址/设置区域填的“河南省”。执照下来之后发现，上面的台站地址不是《申请表》里面填的台址/设置区域，而是联系人的通信地址。这个是因为什么？
现在换系统之后，我可以联系工作人员直接把设置区域改成全国，改完之后就可以带着手台在全国合法发射了，是这样吗？会不会出现其他省的部门不认的情况？
