这也算是我省规范行政审批的副作用吧，《大厅之外无审批》当年就是现任工信厅领导在新成立的政数局强力推动的，阻力大到差点把新部门干黄，确实很有魄力。（不是我硬捧我有点好奇是怎么发现你在外省发射的，难道是哈尔滨或者黑龙江的无管在常用频率上监听得知的？

这么离谱吗，我以前给哈尔滨打电话问异地发射问题，他说给你空白地址和省际或涉外，去外地和当地沟通好就行了（责任划给外地），然后我在大连发射打电话报备（大连大致意思是说，没事你随便玩，别打扰邻居就行），去南昌玩，就需要上传执照操作证设备等。

This is the practice followed by most provinces. As for the remaining certificates from other regions, you need to coordinate that yourself. Generally, local authorities don't really interfere with this matter. If you fail to coordinate and are investigated, it doesn't matter if you have all the national certificates; they won't help you.
