Article 5
(iii) To apply to the national radio management agency for permission to operate a shortwave ground-based radio station (or stations) with a power output of 15 watts or more, as well as any ground-based radio stations that are important for national sovereignty and security.
This regulation has existed before, but previously, the Ministry of Industry and Information Technology delegated approval authority to provincial departments. It seems that they are now retracting this delegation.

You will need to register for an account on the Ministry of Industry and Information Technology's government service platform in advance. Then, you will fill out the form (be sure to select your amateur radio station at the top).
Next are important points to note (common pitfalls) when filling out the form (supplement):
- Only accepts frequencies within the 3-30 MHz range. Frequencies exceeding this range will be rejected.
- Attachment 1: Print and sign both tables, then scan them together to create a single PDF.
- It appears that non-domestic machines (those without a CMIIT ID on the label) are not allowed, and the form requires users to upload a photo of the machine's label.
- The process has become significantly longer; according to online comments, it typically takes around six months (with some provinces starting trials earlier).

After completing the form, submit it. The progress of approval can only be checked manually on the webpage; there are no prompts via SMS or email.
