The reason is that, currently, any shortwave radio transmitter exceeding 15W requires registration with the Ministry of Industry and Information Technology (MIIT). Unfortunately, I don't have the necessary conditions to operate one (I live in an apartment building where I can't open windows).
Therefore, the best option would be to set up a temporary antenna outdoors, but this also requires completing Appendix 4 (although I still plan to return home and transmit later).
The problem now is that I just got my A license, and how can I meet the requirement of "demonstrating the necessity for remote launch within six months"?
If "necessity" refers to participating in competitions, then it would require expanding participation beyond the province to include events and activities organized by various organizations?
Of course, another option is to use a QRP + 100W amplifier, but this strictly speaking is a loophole. If the neighbors report it and investigate, it might not be possible to explain away.
