这个解释还适用？老办法废止。关于异地发射的内容已经删除。当然我也不清楚前缀在实际发生的作用。老HAM可以解释下。执照限定通信范围；呼号划定分区；超区域通信无线电管理机构间交换信息；宛然全国联网一体管理的趋势。

但是新办法，对于公开技术和通信协议持开放态度；严格要求如实记录电台日志。

日志能反映一切，通联也可以加以说明。不知道不对前缀做要求是不是也算是减少束缚，降低门槛。
