Chapter I General Provisions
Thank you for visiting the HamCQ Community. We respect and are committed to protecting the privacy of all users. We collect and use your personal information in accordance with the Cybersecurity Law of the People's Republic of China, the Personal Information Protection Law of the People's Republic of China, the Data Security Law of the People's Republic of China, the Administrative Measures for Facial Recognition Technology Applications, the Measures for Security Assessment of Cross-border Data Transfers, Information Security Technology - Personal Information Security Specification (GB/T 35273-2017), and other applicable laws, regulations, and technical standards, so that we can provide better HamCQ Community products and services. We keep your personal information and other data strictly confidential and process it in accordance with the laws and regulations of the People's Republic of China. We collect, use, store, share, and transfer your personal information based on your consent or another lawful basis.

Article 1. To help you register for and use HamCQ Community products or services, we may collect personal information relevant to providing those services. Under Article 15 of the Personal Information Protection Law of the People's Republic of China, you have the right to refuse or withdraw your authorization.
Article 2. You may access, correct, or delete your personal information, change the scope of your consent, and close your account. We provide channels through which you may exercise these rights.
Article 3. We adopt technical and data security measures required by the state and commonly recognized in the internet industry to protect your personal information.
Article 4. Unless we separately obtain your additional consent, we will not use your personal information for purposes not stated in this Policy.
Article 5. If you have questions about this Policy, you may contact us using the details in Chapter X, Section 2.
Article 6. Please confirm that you are at least 14 years old and have the appropriate civil capacity. If you are under 14 years old, Article 31 of the Personal Information Protection Law of the People's Republic of China requires consent from your parent or other guardian. We maintain dedicated rules for processing the personal information of minors.

We may revise this Policy from time to time. When it changes, we will present the revised content through push notifications, pop-up notices, or other appropriate means after the update, in accordance with Article 23 of the Personal Information Protection Law of the People's Republic of China.
We will process your personal information under an updated version of this Policy only after you confirm your consent where consent is required. You may decline and continue browsing as a logged-out visitor, but some HamCQ Community services and functions may then be unavailable.
Chapter II Privacy Protection Guidelines
If you are located in China, we collect and use your personal information in accordance with the Cybersecurity Law of the People's Republic of China, the Personal Information Protection Law of the People's Republic of China, the Data Security Law of the People's Republic of China, the Administrative Measures for Facial Recognition Technology Applications, the Measures for Security Assessment of Cross-border Data Transfers, Information Security Technology - Personal Information Security Specification (GB/T 35273-2017), and other applicable laws and regulations. We generally collect personal information with your consent. In certain circumstances, we may also process personal information to comply with a legal obligation, perform a contract, or protect your or another person's vital interests.
Section 1 How We Collect and Use Your Personal Information
We follow the principles of lawfulness, legitimacy, necessity, and good faith. We collect and use personal information that you provide or that is generated when you use HamCQ Community products or services for the purposes described in this Policy. If we intend to use your personal information for a purpose not stated in this Policy, or use information collected for one specific purpose for another purpose, we will inform you in an appropriate manner and obtain consent again before such use where required.
Section 2 Account Registration
When you register for and sign in to a HamCQ Community account, you must provide an account name, an avatar if you choose to use one, and an email address. After providing this information and accepting the HamCQ Community User Agreement and this Policy, you can use core functions such as browsing content on the HamCQ Community platform. If you do not provide information necessary for a core function or for a particular service, we may be unable to provide that function or service.
An email address is required to register a HamCQ Community account. If you decline to provide one, registration cannot be completed. To publish information, including questions and answers, comments, documents, or articles, we may require a Chinese mobile phone number. If you decline to provide the required number, you cannot use the relevant publishing functions, but you may leave the registration page and browse public content without signing in.
Section 3 Core Functions of HamCQ Community Products and Services
We may need to collect personal information to provide the following core functions. If you refuse information that is necessary for a function, that function may be unavailable.
Article 1. Browsing, following, and bookmarking. You may browse questions and answers, comments, documents, and articles. You may also follow users, communities, questions, or topics and bookmark content. For these purposes, we may collect device information such as device model, unique device identifier, operating system, screen resolution, telecommunications carrier, and other hardware or software information. We may collect your browser type to optimize how information is displayed. While you browse or use bookmarks, we may automatically collect usage details and retain them as network logs, including search terms, links clicked, content and comments viewed or published, uploaded images, transaction information, language, access date and time, requested web pages, operating system, software version, and sign-in IP address.
Article 2. Publishing. After registering as a HamCQ Community user, you may publish questions, articles, or documents and may comment on or upvote content posted by others. During this process, we may collect device information, browser type, and log information.
Section 4 Additional Functions of HamCQ Community Products and Services
To provide better products and services, we may collect the information described below. Refusing to provide it will not affect your normal use of the core functions described in Section 3, but certain additional functions may be unavailable.
Article 1. Location. When you enable device location and use HamCQ Community services based on location, we may collect your location information.
Article 2. Search. When you use search, we collect your search terms and details of the information or content you view or request through HamCQ Community. To make search more convenient and improve our products or services, we may use browser storage mechanisms, including HTML5 storage, and application caches to collect and store information locally on your device. Search terms that cannot identify you on their own are generally not personal information. If search terms are linked with other information and can identify you, we treat the combined information as personal information and protect it together with your search history under this Policy.
Article 3. Identity verification. HamCQ Community provides identity verification services and may display a verification badge after reviewing the authenticity of your information. When you apply for verification, we may collect your name, mobile phone number, identity document number, occupation, and relevant identity or professional qualification documents. For example, an applicant seeking verification as a lawyer may be required to provide identity information and a lawyer's practicing certificate.
Article 4. Passport and facial identity verification. If you voluntarily choose to complete real-name verification with an electronic passport, we will first provide a prominent notice and obtain your separate consent before processing the following sensitive personal information:
- Passport identity information, including name, sex, nationality or region, date of birth, passport number, issuing authority, issue date, expiry date, machine-readable zone (MRZ), and necessary identity information stored on the electronic passport chip.
- Biometric information, including the portrait stored on the electronic passport chip, an image of the passport biographical data page, a live facial photograph collected from you, and the result generated by a one-to-one identity comparison.
- Technical information necessary for verification, including the service binding identifier, submission time, IP address, device or application integrity evidence, passport certificate chain, and document authenticity verification result.
We process this information solely to verify the authenticity of the electronic passport, confirm that the submitting person and the passport holder are the same individual, prevent identity impersonation, and complete real-name verification for the HamCQ Community account. Verification may include reading the electronic passport chip through NFC, checking MRZ check digits and field consistency, validating the electronic passport certificate chain, conducting a one-to-one comparison between the live facial image and the chip portrait, and necessary manual review by authorized personnel. We do not use facial information for user profiling, advertising recommendations, marketing, public display, model training, or any unrelated purpose.
Facial information is sensitive personal information. Before selecting passport verification, you can review the personal information processor's name and contact details, processing purpose and method, information categories, retention period, necessity, impact on your rights and interests, and the means of exercising your rights. You will be asked to provide voluntary, informed, explicit, and separate consent. You may cancel before submission. After submission, you may withdraw consent or request access, correction, or deletion using the channels described in "How to Contact Us." Withdrawal does not affect processing lawfully conducted on the basis of consent before withdrawal.
You have the right to refuse facial recognition. Users in China may choose the Chinese mobile phone number verification method provided by the platform. Other users may choose another non-facial method supported by the platform at that time or contact us for manual assistance. Refusing passport and facial verification does not prevent you from browsing public content as a visitor. However, until you complete real-name verification through another available method, functions such as publishing information that require real-name verification under law or community governance rules may be unavailable.
Article 5. Customer service. When you submit a complaint, appeal, or inquiry, we may request your name, mobile phone number, email address, or other contact information so that we can contact you and help resolve the matter. If you decline, we may be unable to provide a timely response.
Article 6. Personalized recommendations. We may analyze preferences, habits, and location and create a user profile to provide more relevant customized services, such as more relevant search results, feeds, advertisements, or promotional results. Information used for these purposes may include device information, browser model, logs, and browsing history. Passport information, facial information, and real-name verification results are not used for personalized recommendations, user profiling, or advertising.
Section 5 Personal Information We May Obtain Indirectly from Third Parties
Article 1. When you sign in using a third-party account, such as WeChat, Weibo, or QQ, you may authorize HamCQ Community, subject to applicable law, to access public information registered, published, or recorded on that platform, including your nickname and avatar.
Article 2. We request this authorization to remember your HamCQ Community sign-in identity and provide better products or services. We collect and use information only within the scope of your authorization. After third-party registration or sign-in, the third-party account is linked to your HamCQ Community account. You may unlink it yourself or contact an administrator through a community administration post.
Section 6 Sensitive Personal Information
Before providing sensitive personal information to HamCQ Community, please carefully consider whether doing so is appropriate and whether you agree to its processing for the purposes and in the manner described in this Policy. Biometric information, passports, and other identity document information are sensitive personal information. Leakage or unlawful use may harm personal dignity or endanger personal or property safety.
We process sensitive personal information only for a specific purpose, where sufficiently necessary, and with strict protective measures. We obtain separate consent where required by law. You may refuse the collection or use of such information. Refusing one real-name verification method does not affect browsing functions that do not require real-name verification, but it may affect functions that depend on verification, such as publishing. Where another method can achieve the same purpose or business requirement, we will not make facial recognition the only verification method.
Section 7 Exceptions to Consent
Where permitted by applicable laws and regulations, we may collect or use necessary personal information without obtaining consent in the following circumstances:
Article 1. Where directly related to national security or national defense security.
Article 2. Where directly related to public security, public health, or major public interests.
Article 3. Where directly related to criminal investigation, prosecution, trial, or enforcement of judgments.
Article 4. Where necessary to protect your or another person's life, property, or other major lawful rights and interests and it is difficult to obtain consent.
Article 5. Where the personal information was made public by you.
Article 6. Where the information is collected from lawful public disclosures, such as lawful news reports or government information disclosures.
Article 7. Where necessary to enter into or perform a contract at your request.
Article 8. Where necessary to maintain the secure and stable operation of HamCQ Community products or services, such as identifying and resolving faults.
Article 9. Other circumstances provided by laws or regulations.

Chapter III How We Share, Transfer, and Publicly Disclose Personal Information
Section 1 Sharing Personal Information
Article 1. We do not share your personal information with any company, organization, or individual except in the following circumstances:
- With your prior express authorization or consent. We may share personal information with another party after obtaining your express consent.
- In circumstances prescribed by law. We may share personal information as required by applicable laws and regulations, legal procedures, binding government orders, or judicial decisions.
- To the extent required or permitted by law, where providing information to a third party is necessary to protect HamCQ Community, its users, or the public against harm to their interests, property, or safety.
- With authorized partners. Some services are provided by authorized partners so that we can offer more complete, higher-quality products and services. We may share certain personal information with partners to provide customer service and a better user experience. For example, when HamCQ Community sends you a gift, we need to share necessary delivery information with a logistics provider. We share personal information only for lawful, legitimate, necessary, specific, and explicit purposes and only to the extent necessary to provide the service. We require partners, through confidentiality agreements and other measures, to process information according to our instructions, this Policy, and applicable confidentiality and security requirements. Partners may not use shared personal information for any other purpose. If you refuse information that a partner must collect to provide a service, the relevant third-party service may be unavailable.
Our authorized partners currently include the following categories:
- Advertising and analytics partners. Unless you give permission, we do not share directly identifying information, such as your name or email address, with advertising or analytics partners. We may provide advertisers with information about the reach and effectiveness of their advertisements without disclosing your identity, or provide anonymized information that cannot identify you. For usage analysis, we may provide non-identifying statistics such as user counts, regional distribution, and activity levels.
- Vendors, service providers, and other partners. We may send information necessary to provide a service to vendors, service providers, or other partners that support our business, such as communications providers that send email or push notifications on our behalf and mapping providers that assist us and you. Passport and facial verification data is currently processed by HamCQ Community in a controlled environment. We do not provide passport images, live facial images, chip portraits, or facial comparison results to external facial recognition service providers. An operating system platform provider may verify device or application integrity evidence, but that evidence does not contain your passport or facial images. If the processing method or recipient changes, we will update the sharing list, provide a separate notice, and obtain any consent required by law.
Such partners may process information only to:
- Help us provide services to you.
- Help us fulfill the purposes stated in the section above concerning the provision of products or services.
- Help us perform our obligations or exercise our rights under the HamCQ Community User Agreement or this Policy, or understand and improve HamCQ Community services.
- Provide technical infrastructure, analyze service usage, measure the effectiveness of advertising and services, facilitate payments, or support academic research and surveys.
- Where a third party is outside China, process information in accordance with Chapter III of the Personal Information Protection Law and the Measures for Security Assessment of Cross-border Data Transfers.
Our current third-party information sharing list is set out below.
To maintain the stable operation of HamCQ Community or implement relevant functions, we may integrate software development interfaces or SDKs provided by third parties. The interfaces and SDKs we use are included in the list below. You may review the data use and protection rules published by the relevant third party. SDK information processing may change because of version upgrades or policy adjustments; please refer to the third party's current official disclosures.
CRAC
- Third-party entity: Chinese Radio Amateurs Club (CRAC), or its authorized agent.
- Information shared: device identifiers (IMEI, IMSI, Android ID, ICCID, OAID), Wi-Fi network status, IP address, location, device model, device serial number, carrier information, amateur radio operator certificate, radio station license, email address, avatar, user identifier, region, and mobile phone number.
- Use scenario: user information verification and event organization.
- Sharing method: server-side interface transmission and real-name information verification.
- Purpose: user verification, ensuring the authenticity of user information, and supporting relevant events.
Amateur Radio Associations or Organizations
- Third-party entity: local amateur radio associations or their authorized agents, and amateur radio organizations or their authorized agents.
- Information shared: device identifiers (IMEI, IMSI, Android ID, ICCID, OAID), Wi-Fi network status, IP address, location, device model, device serial number, carrier information, amateur radio operator certificate, radio station license, email address, avatar, user identifier, region, and mobile phone number.
- Use scenario: user information verification and event organization.
- Sharing method: server-side interface transmission and real-name information verification.
- Purpose: user verification, ensuring the authenticity of user information, and supporting relevant events.
Alibaba Cloud
- Third-party entity: Alibaba Cloud Computing Co., Ltd.
- Information shared: mobile phone number, IP address, and user identifier.
- Use scenario: user information verification, SMS verification, and user notifications.

Amap
- Third-party entity: AutoNavi Software Co., Ltd.
- Information shared: device identifiers, including Android ID, IMEI, MEID, IMSI, OAID, and serial number on Android and IDFV or IDFA on iOS; MAC address; IP address; location information such as GPS, WLAN access points, Bluetooth, and base station data; device sensor data; and current application name and version.
- Use scenario: location-related functions and in-platform statistics.
- Sharing method: server-side interface transmission.
Baidu Analytics
- Third-party entity: Beijing Baidu Netcom Science Technology Co., Ltd.
- Information shared: device identifiers (IMEI, IMSI, Android ID, ICCID, OAID), Wi-Fi network status, IP address, geographic location, device model, device serial number, and carrier information.
- Use scenario: event tracking and analysis of clicks, daily active users, traffic, and other usage data.

- Information shared: device identification information and IP address.
- Use scenario: human verification during email registration and similar interactions.
- Sharing method: server-side interface transmission and user-side interaction.
- Purpose: preventing malicious registration and automated abuse.
Advertising Services
- Third-party entity: advertisers and/or their agents and third-party advertising measurement providers.
- Information shared: device identifiers such as IDFA or OAID; device information such as hardware model and operating system; and information such as name or phone number that a user voluntarily enters.
- Use scenario: advertising delivery.
- Purpose: programmatic advertising, attribution, collection through advertising landing pages, and advertising measurement.
- Sharing method: server-side interface transmission, form submission, or transmission initiated by the user device.
Article 2. For the purposes described above, a third party mentioned in this section may be located, or may use personal information, outside your jurisdiction, including in a jurisdiction whose personal information protection laws are not materially similar to those of your jurisdiction or do not achieve equivalent purposes.
Article 3. Information you share. Functions provided by us or by a third party may allow you to make information public or share it voluntarily, such as forwarding content to another internet platform. In those circumstances, the shared information may be transmitted broadly and immediately.
Shared information may remain publicly available until you delete it. In some cases, even after deletion, another user or an unaffiliated third party outside our control may independently cache, copy, or store it, or preserve it in the public domain. For example, when you forward an answer published on HamCQ Community to another platform, that platform may independently display, cache, or retain it, and other users may forward or save it. The resulting pages are not controlled by HamCQ Community.
Section 2 Transfer
We do not transfer your personal information to any company, organization, or individual without your express consent.
If a merger, acquisition, restructuring, or similar transaction involves a transfer of personal information, we will require the new recipient to remain bound by this Policy in accordance with Article 22 of the Personal Information Protection Law. If the agreed purposes or methods of collection or processing change, the recipient will obtain your consent again where required.
Section 3 Public Disclosure
We do not publicly disclose your personal information without your express consent.
We may disclose personal information to a competent authority when required by law, legal process, litigation, or a binding government request. In such circumstances, we will require the requesting party to produce valid legal documentation and will apply safeguards consistent with legal and industry standards.
Section 4 Exceptions to Consent for Sharing, Transfer, or Public Disclosure
Where permitted by applicable laws and regulations, we may share, transfer, or publicly disclose personal information without consent in the following circumstances:
Article 1. Where related to national security or national defense security.
Article 2. Where related to public security, public health, or major public interests.

Article 7. Other circumstances provided by laws or regulations.
Under applicable law, sharing or transferring de-identified information does not constitute external sharing, transfer, or public disclosure of personal information if the recipient cannot restore the information or re-identify the individual. Separate notice and consent are not required for the retention or processing of information that meets this standard.
Chapter IV How We Protect Your Personal Information
The security of your personal information is important to us. We comply with applicable laws and regulations and adopt reasonable, practicable, and industry-recognized measures to protect personal information against unauthorized access, disclosure, use, or modification and against damage or loss.
Section 1 Technical and Data Security Measures
We endeavor to use physical, electronic, and administrative safeguards consistent with industry standards. We maintain data classification, data security management, and secure development rules governing the storage and use of personal information and seek to avoid collecting information unrelated to the services we provide.
We use confidentiality obligations, monitoring, and audit mechanisms to control access to information and to prevent unauthorized access, disclosure, use, modification, damage, or loss.
We use industry-standard safeguards to protect the personal information you provide. For example, data exchanged between your browser and HamCQ Community is protected through SSL encryption; we use encryption to preserve confidentiality; we use trusted protection mechanisms against malicious attacks; and we deploy access controls so that only authorized personnel can access personal information.
For passport and facial information, we apply enhanced measures including encryption in transit and at rest, least-privilege access, secondary authentication for reviewers, operation log auditing, access records, and controls against unauthorized export. Only personnel who require access to perform real-name verification review may view the relevant materials. Viewing photographs, entering a review, and changing review status are logged. Before processing facial information, we conduct a personal information protection impact assessment as required by law and retain the assessment report and processing records for the required period.
Section 2 Security Incident Response
We endeavor to protect all information you send to us, but no system can guarantee absolute security because of technical limitations and malicious activity that may exist in the internet industry. Systems and communications networks used to access our services may encounter problems caused by factors outside our control.
We maintain warning mechanisms and contingency plans to help prevent and respond to security incidents. If a personal information security incident occurs, we will notify you as required by law of the basic circumstances and possible impact, measures already taken or planned, steps you can take to prevent or reduce harm, and remedies available to you. We will activate our response plan and seek to minimize loss. We may notify you by phone, push notification, or another appropriate method. If individual notice is impracticable, we will publish a reasonable and effective public notice. We will also report the handling of the incident to competent regulators as required and cooperate with government authorities.
Chapter V Your Rights in Relation to Personal Information
We value your control over personal information and seek to protect your rights to access, correct, or delete it and to withdraw consent. Your rights include the following.
Section 1 Accessing and Correcting Personal Information
Article 1. Except where otherwise provided by law, you have the right to access and correct your personal information at any time.
Article 2. If you wish to review other personal information generated through your use of HamCQ Community, we will provide it in response to a reasonable request.
Section 2 Account Closure
To close your HamCQ Community account, you may contact the site administrator through a community post. After verifying your identity and handling assets associated with the account, we will provide account closure services.
We will continue to improve the account closure process and announce material changes through the platform. After account closure, we will stop providing products or services and delete your personal information at your request, except where laws or regulations require otherwise.
Section 3 Obtaining a Copy of Personal Information
You have the right to obtain a copy of your personal information. You may contact the site administrator through a community post, and we will process your request within 90 days.
Section 4 Withdrawing Consent and Deleting Sensitive Personal Information
You may cancel an unsubmitted passport verification through the real-name verification page. You may also use the channels in "How to Contact Us" to withdraw consent to passport and facial verification or request access to, correction of, or deletion of the relevant materials. After verifying your identity, we will process the request within the period prescribed by law. If laws or regulations require continued retention, or retention is necessary to resolve a complaint or dispute, we will cease processing other than storage and necessary security protection. Withdrawal does not affect processing lawfully conducted on the basis of consent before withdrawal.
Section 5 Responding to Your Requests
To protect security, we may first require you to verify your identity. You may need to make a written request or otherwise establish your identity. In principle, we will respond within 30 days.
We generally do not charge for reasonable requests. We may charge a reasonable cost-based fee for repeated or excessive requests. We may refuse requests that are unreasonably repetitive, require disproportionate technical measures such as developing a new system or fundamentally changing existing practices, create risks to another person's lawful rights and interests, or are otherwise impracticable, such as requests involving backup tapes.
Chapter VI Notices We Send
Section 1 Notifications and Other Communications
When you use HamCQ Community services, we may use your personal information to send push notifications to your device.
Section 2 Service Announcements
We may send service-related announcements when we consider them necessary, such as when HamCQ Community services are suspended for maintenance. You cannot opt out of service-related announcements that are not promotional in nature.
Chapter VII Storage of Personal Information
Information collected within the People's Republic of China is stored within the People's Republic of China. If a cross-border transfer occurs, we will separately notify you, through a pop-up, email, or another appropriate method, of the transfer purpose, recipient, and other matters required by law and obtain your authorization where required. We will seek to ensure that the recipient has sufficient data protection capabilities.
We retain personal information only for a reasonably necessary period. For information collected during browsing, such as browsing records and IP addresses, we will delete or anonymize it when the relevant retention period expires.
Images of passport biographical data pages, live facial photographs, electronic passport chip portraits, passport data fields, and facial comparison materials are retained for no more than 30 days from successful submission. They are used to complete real-name verification review, resolve review objections, and protect verification security. Article 3. For material changes, we may provide a more prominent notice explaining the specific changes. Material changes include, without limitation:

Section 3 Dispute Resolution
Article 1. Any dispute arising between you and another party within HamCQ Community is unrelated to HamCQ Community unless otherwise required by applicable law.
Article 2. For disputes arising from this Policy or our processing of your personal information, you may file a complaint with the competent authority.
Article 3. If you believe that our personal information processing has harmed your lawful rights and interests, you may also report the matter to the relevant government authority.
