Second, the station address can be left blank.
Third, communication range: within a province, between provinces, or international.

Article 8: Amateur radio stations operating within provincial, autonomous region, and municipal areas are approved by the local radio management agency in the area where they are located.
Setting the communication range involves two or more provinces, autonomous regions, or municipalities directly under the central government, or involves amateur radio stations located outside of China. Approval is required from the national radio management agency. The national radio management agency can delegate the approval and issuance of amateur radio station licenses to local radio management agencies in the location where the station is set up, except for special amateur radio stations such as amateur beacons and amateur radio stations used for satellite-based activities ("satellite-based amateur radio stations" hereinafter referred to as "satellite amateur radio stations").
Article 25: Communication ranges established in accordance with the law involve two or more provinces, autonomous regions, or municipalities directly under the central government, or amateur radio stations located outside of China. These stations can operate from locations other than their designated site, but must comply with the relevant regulations of the local radio management authorities.
That means, if your license specifies a communication range of "provincial or international," you can transmit from a location other than the designated site.
