The reason was seeing a picture of a sign indicating a radio silence zone for "Ming'an Tu Wild Science Observation and Research Station."
I was quite curious and wanted to see the regulations and scope, but I couldn't find any information on the official website of the relevant Ministry of Industry and Information Technology (MIIT), so I wrote an email to the Minister's mailbox to inquire.
