Recently, there have been several intense tropical cyclones over the ocean. I expect that more signals will be transmitted from coastal radio stations, which should make it easier to monitor.
The two largest coastal stations in China currently are the Shanghai Coastal Station (callsign XSG) and the Guangzhou Coastal Station (callsign XSQ). You can find their frequencies online. Also, XSG is known to accept QSL cards for receiving and exchanging.
There are two main signals you can hear. One is NavTex, which is a radio transmission similar to RTTY. The other is HF-FAX, which is essentially a weather cloud chart transmitted over the high frequency (HF) band by coastal stations.
As for decoding, I found a piece of software called SeaTTY that can receive both NavTex and HF-FAX. There are also some other pieces of software, but I haven't tried them much.
