Regarding the frequency usage fee, according to the regulations stipulated in Decree No. 413 of the Ministry of Finance and Prices (2026), a fee of 100 yuan/unit should be charged. According to the guidance from my local industrial and information bureau, obtaining a frequency usage license requires these documents. 
In my opinion, the chances of an individual successfully achieving this are essentially zero. The only possibility is that you actually have a company; your company genuinely needs to set up a communication system; and your company has formally submitted this application to the Ministry of Industry and Information Technology (工信部). However, if you meet all these conditions, you can also bring one for personal use. But if you're serious about it, the license granted will definitely not cover amateur use, and using it for amateur purposes is also illegal... So basically, don't even think about this route. Well, if you genuinely meet the above conditions, just call the Ministry of Industry and Information Technology (工信部) directly to inquire.
