When transmitting on 21/28, the ground wave should also be shortened to a quarter of the wavelength. If you experience significant noise, try going to a park or near water, which can significantly improve reception. Also, stay away from residential areas like my home rooftop antenna (S9), where I only receive S3-S5. When using a receiver without transmitting, you generally need to use popular frequencies such as 14023/21023 CW and 14270/21400 USB, or try FT8. There are fewer settings to configure; the environment is most important. After using it for about a month, I was able to receive CW and SSB from South America.
