最近碰到了一点事情，我个人的认知与某人的认知出现了偏差。想请问一下大家：“无固定台址”电台的使用场景怎么理解？除了可以野外架设（使用易于拆卸的天线，天线参数符合执照）外，能否在家架设（使用固定的天线，天线参数符合执照）？另外，执照载明的“使用方式：背负或手持”，在具体的操作中是否要严格采用“手持”或“背负”的姿势（也就是说我的短波台不能放在桌子上或地上操作，一定要用手提着，或者用书包背着才能合法操作）？再者，我不用电台，家里的固定天线用于连接收音机（无发射功能），该行为是否违反无线电相关法律法规？

I recently encountered a situation where my understanding differed from that of someone else. I would like to ask everyone: What are the typical use cases for "unfixed location" radio stations?
Besides being able to set it up outdoors (using easily removable antennas, with antenna parameters meeting the requirements of the license), is it possible to set it up at home (using fixed antennas, with antenna parameters meeting the requirements of the license)?
Furthermore, the license states that "the permitted use is either carried or held," but does this require me to strictly adhere to either a "held" or "carried" posture (i.e., can I operate my shortwave radio on a desk or floor, or must it always be carried in hand or on a backpack to be legally operated)?
Furthermore, I don't use a radio; instead, I use the fixed antenna at home to connect to my receiver (which has no transmitting function). Does this violate any relevant laws or regulations regarding radio usage?

BG6XVJ From a legal perspective, there is no standard definition of whether an antenna is "temporary" or "fixed." It can only be determined subjectively. Some outdoor antennas are more complex and robust than the fixed antennas used in homes.
Of course, what I said above was just my "stubborn" opinion. In my post, I described the "temporary antenna" and "fixed antenna" that most people are familiar with.

I think this research is useful. It seems like the effort to analyze and interpret the details is actually helping to clarify the scope of communication. Does the term "inter-provincial or international" not include municipalities, autonomous regions, and special administrative regions?

Liridice I'm not just nitpicking; I use a mobile base station at home, and I was warned by XX. I want to operate legally and in compliance with regulations, so I need to understand the specific requirements of the law and regulations. Currently, it seems that using a mobile base station plus a fixed antenna is not allowed unless you apply for a license for a fixed base station.

Based on my practical experience here.
The antenna on the roof should be set to a fixed radio station by default.
The car has an antenna; it should be labeled "car-mounted".
Other methods include carrying on the back or holding in hand.

If there's an antenna on the upper floor but no fixed channel, it could trigger a -5000 debuff.

The fixed stand cannot be moved.

The mobile unit can be securely fixed in place for extended periods, but may also be moved occasionally.

No fixed location = No permanent address, as stated in the license, it specifies "within the province," "a specific province," or "nationwide." As long as you comply with local laws and regulations within that scope, you can use it legally.
