I recently successfully obtained my FCC license, and I'm excited to share some of my exam experience with you all!
1. What is an FCC license? What are its uses?
An FCC license is a license for amateur radio stations in the United States. For domestic enthusiasts, its primary use is to allow them to operate equipment while traveling abroad. Currently, except for Hong Kong, there are no reciprocal recognition agreements between mainland China and any other country or region in the world regarding licenses. This means that licenses issued by the mainland Chinese radio management department cannot be used as legal proof of operating an amateur radio station locally. As a HAM (amateur radio operator), when traveling abroad, it's natural to want to bring equipment and communicate with local enthusiasts. In this case, an FCC license, which is widely recognized globally, is very useful. The United States has signed recognition agreements with many countries and regions around the world (such as Japan, South Korea, Australia, and many European countries). With a valid FCC license, it's possible to use it locally or directly, or to easily obtain a local license.
2. Key differences between FCC licenses and domestic licenses
In the United States, operator licenses and permits are not differentiated, and equipment does not need to be registered separately. Call signs and operator licenses/permits are issued together. FCC licenses also have three levels (Technician, General, Amateur Extra), which can be roughly compared to domestic A, B, and C-level operating permissions, but with significantly higher power limits. As a government agency, the FCC (Federal Communications Commission) is not directly responsible for exam administration; exams are administered by various VEC organizations (similar to associations that conduct exams on behalf of the government), and you can choose which VEC organization to participate in. Different VECs may have different requirements and policies.
The FCC license does not have any restrictions on the time interval between different levels of exams within a country. Theoretically, you can directly obtain the highest level extra in one exam. However, you cannot skip levels and take an exam for a higher level without having passed the previous one. After passing an exam, the examiner will ask you if you want to participate in the next-level exam. If you choose to do so, the next-level exam will be conducted immediately.
3. Can domestic enthusiasts obtain an FCC license?
The FCC license does not restrict the nationality of the holder; anyone can take the exam, but a valid US mailing address is required. It is recommended to use an address from family or friends. If that's not possible, you can also use a forwarding address from an overseas warehouse (there are many available online). Do not use false addresses (this will result in the license being revoked). There is an FCC exam group domestically that organizes offline written exams (search for "helloCQ"); you can also take the exam online.
Below, I will share the specific exam process.
1. Practice exercises and drills
Like in China, the FCC exam question bank is publicly available online. If you can memorize all the questions, you are guaranteed to pass. I recommend using hamstudy.org for practice. You can also register through this website.
2. Registration for the exam
Most enthusiasts in China will use the REMOTE method, which involves taking exams online. However, before clicking the "find session" button on hamstudy.org to take the exam, you need to first register for an FCC FRN number (see https://www.arrl.org/fcc-cores-registration-instructions). Once you have your FRN number, you can choose a suitable exam date and time on hamstudy and register to take the exam. It is important to note that when registering, it is recommended to use a Google or Outlook email address. I previously used an iMail account, but I never received the FCC verification codes. After registering for the exam, please check your email regularly. The examiner will usually send you specific instructions and deadlines. If you have any questions, you can communicate with them via email. Please note that some VECs do not accept exams from foreign enthusiasts. Please read the precautions carefully and choose a suitable VEC to take the exam.
3. Some minor issues
Throughout the exam, all materials and questions are in English, and dictionaries are not allowed. I believe that the English used in the exam is relatively simple (but since my own Gaokao English score was 145+, this is just a reference), so if necessary, you can memorize the questions. However, communication with the examiner definitely requires some level of spoken English proficiency. The FCC exam costs approximately $50, which includes both the exam fee and the license fee. A portion will be paid to the VEC that administers the exam, and another portion will be paid to the FCC. Most VECs only accept VISA or Mastercard credit cards, so this is something to keep in mind. However, there is a special policy for students. The KJ7QZJ VEC exam group (https://kj7qzj.com/home/students/) offers free exams to students, including both the exam fee and the license fee. This not only reduces financial burden but also saves you from the hassle of payment. I recommend that domestic students take this exam group.
4. Examination Process
（1）Fifteen minutes before the exam begins, the examiner will send you an online meeting link (usually Zoom) via email. After joining the meeting, they will check your identification documents (such as a resident ID card or passport), and then ask you to raise your camera to scan the entire room, confirming that no other people or irrelevant items are present.
（2）The exam typically uses the "exam tools" website. Simply follow the instructions provided by the examiner. The exams generally do not have time limits, so you can complete them at your own pace. Once you finish, you can submit your answers immediately and receive a score. If you fail, you can retake the exam (of course, you will need to pay again).
（3）Once the exam is completed, you will first receive a certificate of completion in your email. Then, you will receive the FCC license (this usually takes a few days). Once you have the FCC license, it will include your call sign!
