Ideally, the starting date of an equivalent license level should not change, even if I upgrade from A to B and establish a new shortwave station. However, if I make changes within the validity period of my B license, the starting date should remain the same. Otherwise, how can I determine whether this radio station meets the conditions for upgrading to C based solely on the license registration validity period? Perhaps we could add a field to the license indicating the initial application date for that specific license level.
