Investigation of one case of illegal establishment and use of shortwave amateur radio in Hefei, Anhui Province.
Recently, the Hefei Radio and Telecommunications Administration of Anhui Province responded quickly after receiving a report from citizens and successfully investigated and resolved one case involving the unauthorized operation of a shortwave amateur radio station.
In January of this year, the Hefei Radio and Communications Administration received a report from concerned citizens alleging that an amateur radio enthusiast in Hefei was violating regulations by setting up and using a shortwave radio station. Upon receiving the report, staff at the administration immediately reviewed information about the alleged offender's amateur radio station operation capability verification certificate and the status of their amateur radio license application. After comparing the information with the reported details, they confirmed that the alleged offender had engaged in illegal activities, specifically setting up and using a shortwave amateur radio station (without obtaining a Class B or higher amateur radio operation capability verification certificate) beyond the scope of their technical capabilities.

The Hefei Radio and Communications Administration quickly dispatched enforcement personnel to the scene for an on-site inspection. At the location reported by the complainant, a set of shortwave amateur radio antennas was found illegally installed on the rooftop. Inside the residence, one unregistered amateur radio communication device was also discovered. The enforcement officers presented evidence, including relevant video recordings and communication logs. After questioning the individual, they admitted to violating regulations by setting up and using an unauthorized amateur radio station. The enforcement officers provided guidance and education, explaining in detail the rules for setting up and using amateur radio stations, particularly shortwave amateur radio stations. The individual immediately dismantled the illegal antennas and stated that they would rectify the situation immediately.
The actions of the individuals in setting up and using amateur radio stations without authorization, as stipulated in Article 27 of the "Regulations on Radio Management of the People's Republic of China" and Articles 7 and 10 of the "Administrative Measures for Amateur Radio Stations," constitute a violation.
According to Article 70 of the "Regulations on Radio Management of the People's Republic of China," the Hefei Radio and Communications Bureau imposed administrative penalties, including confiscating one amateur radio communication device and one shortwave antenna, on the individuals involved.
