II. Applying for the setting up and use of amateur radio equipment that has been self-made, modified, or assembled.
The country encourages amateur radio enthusiasts to conduct self-training and technical exploration through the creation, modification, and assembly of their own amateur radio transmitting equipment. When undertaking such activities, amateur radio enthusiasts should focus on creating, modifying, and assembling the RF transmission and reception modules or components of their radio equipment in order to improve the performance of their amateur radio equipment and enhance the technical capabilities of amateur radio enthusiasts, ultimately achieving better communication results. It is important to note that self-made, modified, and assembled radio transmitting equipment must comply with the technical requirements specified in documents such as "Technical Requirements and Test Methods for Amateur Radio Equipment RF (GB/T 32658-2016)" and "General Specifications for Shortwave Single-Band Communication Devices (GB/T 16946-2017)".
(1) Applying for the establishment and use of a ham radio station using self-made radio transmission equipment.
A homemade radio transmitting device refers to a device created by assembling and debugging related electronic components (such as resistors, capacitors, diodes, transistors, circuit boards, amplifier modules/chips, frequency modulation modules/chips, filter modules/chips, transformers, speakers, switches, power supplies, etc.) based on a schematic diagram. When testing and inspecting the device, the applicant must provide evidence that clearly demonstrates that the device (particularly the RF module) is homemade. This evidence may include records of component purchases, a list of components, schematics used during self-assembly, photos taken during the self-assembly process, and technical parameters for amateur radio stations (including operating frequency, occupied bandwidth, transmission power, and other key RF parameters).
(ii) Applying for the establishment and use of a ham radio station using modified radio transmission equipment.
Modifying a radio transmission device involves making changes to an existing radio transmission device, specifically by modifying the relevant transmitting and receiving modules, in order to achieve better technical performance and communication effectiveness. Before modification, the entire device must obtain a "Radio Transmission Device Model Approval Certificate" from the People's Republic of China, and the frequency range specified on the certificate must include amateur business frequencies. When testing and inspecting the equipment, the applicant must provide evidence that clearly demonstrates that the device (particularly the RF module) has been modified. This evidence may include copies of the radio transmission device model approval certificate or related information, records of component purchases, a list of components, relevant photos from the modification process, and a technical parameter table for amateur radio stations after modification (including operating frequency, occupied bandwidth, transmission power, and other key RF parameters).
It should be noted that amateur radio stations cannot be set up or used as modified radio transmitters simply by expanding the frequency band through software upgrades.
(iii) Use a pre-assembled radio transmitter to apply for the establishment and use of an amateur radio station.
Assembling a radio transmission device involves integrating the relevant components of a radio station (such as the radio transmitter unit, filter unit, amplifier unit, and power supply) to form a complete radio communication device. When testing and inspecting the equipment, the applicant must provide evidence that clearly demonstrates that the device (particularly the RF module) is indeed assembled, such as purchase records for individual components, a component list, relevant photos of the assembly process, and technical parameters for amateur radio stations (including operating frequency, occupied bandwidth, transmission power, and other key RF parameters).
It is important to note that if a complete device is assembled by adding external amplifiers, power supplies, and other accessories, the entire device must obtain a "Wireless Radio Transmission Equipment Model Approval Certificate" in accordance with Chinese law. Furthermore, the "frequency range" specified on the approval certificate should include frequencies for amateur use.
