先回答问题： 1.法律意义上我没确认，应该是要管理部门来核验，保卫处一般是劝离，考虑到无老师担保下，架设的天线会不会意外倒下伤人？有老师担保就相当于有责任人了吧； 2.任何校内非学习的行为、活动能报备就报备以减少争议，至于向哪个部门，每个学校管理制度有差异，建议咨询辅导员/班主任/办理过学生活动的老师。我的经历：大学期间我遇到了一位年轻老师，也是HAM，所以在学校“野架”以及在工训中心楼上架台架天线，都是与老师一起完成，第一张大执照核验也是在校内与无管核验，保安知道是学生活动，聊两句提醒注意安全就走了。也尝试在宿舍架台，拉线到一楼太显眼，用的阳台鱼竿玩过来的。不过听老师说，曾有一学生也是爱好者，在学校大门正对的楼上架正V且没有报备，学校不知情遂报警，搞得挺麻烦，那就有些得不偿失了。

学校保安没有权力管你的“台”，那是无线电执法部门的事，但是，**他们有权力出于“校园安全”、“维护秩序”名义**来合法地管理你“架台”这个行为。不同学校管理制度不一样，而且也要看保安个人情况，既然在你们学校能够给老师报备，保安也承认这个报备记录，那就问问那位友台如何报备，以后每次活动都报备一下就行了，没准报备次数多了，保安熟悉情况，也就懒得查了。如果有其他问题，直接找自己的辅导员老师咨询，或者与台友同学一起找他们的老师咨询，不要自己草率行动。

没啥报备的需要，你每次外面野架也没和城管局报备不是大学架台，我是从来没被查过，会有老师过来问，都很友好如果有保安强制驱离，我觉得还是不要起冲突，该撤就撤

其实学校里要是能搞好关系，倒是比在外面公园野架舒服的，因为其它人看到设备天线，可能认为是在做什么测试玩什么比赛，一般不会往坏的方向去想。去年毕业了，出去野架很容易被人问东问西，短波天线总是那么显眼啊

执照只代表你的台站是合法设置的，并不赋予你其他权利。至于在何处设置台站则是你和业权人之间的事情，你也理所应当的遵守有关的规定。举一个例子，如果你在学校露营或者进行其他活动而不是野架，保卫处有没有权利要求你停止，甚至请你离开（假设此行为是学校所不欢迎的）？在学校里架台并不因为有电台执照而有什么额外的特权。不过话说回来，就我个人主张，野架和大家找个公园搭个小帐篷，支张桌子聊天；或者钓鱼；或者踢球没有本质上的差异，这是工信部门允许的活动，所以并没有专门报备的必要，也不应该被驱赶。但实践中通常做不到这样的平等，如果保安要求你离开那也只能是言听计从，从维护校园秩序或者安全的角度上讲他们确实有这个权利，然后下次提前报备一下。

学校是个实体，校园是他的责任范围，你在校园里架台，他就有责任管你没问题，在说了在学校里那也不算野架，你在学校弄个帐篷，架个烧烤试试

The security office typically tries to dissuade people, but considering that there is no teacher present as a guarantor, could the erected antenna unexpectedly collapse and cause harm? If there is a teacher present as a guarantor, then there would be someone responsible.
2. Any non-academic activities or events on campus should be reported to minimize disputes. As for which department to contact, each school has different management systems, so it is recommended to consult with the guidance counselor/class teacher/teacher who has experience in handling student activities.
My experience:
During my university years, I met a young teacher who was also a HAM radio operator. Therefore, when setting up antennas in the school's "ham shack" and at the vocational training center, I did so with him. Actually, if you can establish good relationships within the school, it's actually more comfortable than setting up equipment in a park outside, because others might see the antenna and assume you're conducting some kind of test or competition, so they won't necessarily think negatively about it. I graduated last year, and it was easy for people to ask me all sorts of questions when I set up my equipment outdoors, especially with the prominent shortwave antennas.

Ideally, having a sponsor would be beneficial. The license only indicates that your station is legally established, and it does not grant you any other rights. As for where to set up your station, this is a matter between you and the relevant authority, and you should naturally comply with the applicable regulations. For example, if you are camping or engaging in other activities on school grounds instead of at a designated location, does the administration have the right to ask you to stop, or even ask you to leave (assuming that such behavior is not welcome by the school)? If security personnel ask you to leave, you can only comply.
