Please refer to the Chinese instructions. Currently, submitting a request to add a post does not work; the forum has already stated that you can add posts yourself. However, after being flagged for self-addition, you may need to submit proof of operation and a license, so the second method, where an existing user helps you add a post, is the most convenient.
