Could you please advise me on whether it is legal to communicate with someone before obtaining a physical operating license and permit?

BG5EGC I understand. Thank you for the clarification! When you say "operation permit number," do you mean that we need to wait for the local authorities to assign us an operation permit number before we can set up the equipment?

ymzhang Since obtaining a physical operation license requires some time, the operation license number will be issued in advance. If you prioritize efficiency, after receiving the operation license number, you can also purchase and set up compliant radio equipment, then submit the setup application. Without an operation license and a radio license, you can operate the equipment under the supervision of a licensed operator, with the transmitted power and frequency not exceeding the operator's technical level.

ymzhang After obtaining the operating permit, you can check the operating permit number on the CRAC website. However, for setting up a system, you need to verify the local regulations. Some require only entering the operating permit number, while others require uploading a photo of the operating permit (this process takes longer as you need to physically obtain and submit the original operating permit).

Quarix Learned! Thank you very much, 73.

I feel the fastest way to set up a radio station is to first prepare the equipment (ideally, purchase equipment with approved codes), fill out as much of the application form as possible, then obtain the operator's license, and complete the application after receiving the license. In Nantong, we operate entirely online; once approved, the license will be mailed directly to you (giving a thumbs up to Jiangsu Nantong without any management department). Details may vary depending on the location, so this is just for reference.😄

Apply online, after approval, you will receive a call sign, which is equivalent to obtaining a radio license. Currently, some regions have started implementing electronic licenses and electronic operation certificates, and it may eventually lead to the discontinuation of physical certificates.

It's like you bought a car and passed your driving test (科目四), but you still don't have your driver's license or vehicle registration. 😂

A valid communication requires a call sign, and the call sign is linked to the license.

The fastest way is to wait for the electronic license to be issued.

After obtaining the operating license, you must apply to MIIT for a station setup. Only after MIIT approves can you proceed with setting up the station!

Operating license ≈ Driver's license
Radio license ≈ Car registration
If you have a valid operating license, you can legally operate a radio station. Radio stations with a license can also communicate legally.
As long as you have a valid operating license and a radio license, both electronic and physical devices are legally permitted to communicate.

Actually, we can conduct a trial launch.

Those who don't have a license but do have operational authorization can use the launch platform; ha ha!
