I have also included some of my personal understandings of "new establishment" and "change":
- A call sign represents a radio station.
- A radio station can have multiple transmitting and receiving units (for example, a radio station named "Zhang San's Amateur Radio Station" has both the QuanSheng UV-K6 and the XieGu G90N).
- The call sign belongs to a radio station and does not belong to any operator or any specific radio transceiver.
- A person can have multiple radio stations, so they can also have multiple call signs.
- However, according to the "Regulations for Amateur Radio Management," if an applicant already possesses a callsign for an amateur repeater or beacon station other than their own, the radio management agency will no longer issue a new callsign for that amateur radio station. Therefore, each individual amateur radio station can only have one callsign.
- Since "new establishment" and "change" both refer specifically to radio stations,
- There was a distinction between radio stations that were newly established and those that were already existing, referred to as "newly established" radio stations (for example, the license on a new A-level certificate should belong to "newly established").
- Modifying existing radio station information, including adding or removing transceivers, and updating the parameters of existing transceivers, is referred to as "modification" (e.g., changing from A to B should be considered a "modification").
Since obtaining a B license requires having an A license, it implies that the equipment has already been set up. Therefore, upgrading from A to B is considered "new setup," which I believe is incorrect. However, this error in filling out the form does not have any significant negative consequences, so it is not strictly differentiated during actual approval processes.
