According to the "Regulations for the Administration of Amateur Radio Stations" (Ministry of Industry and Information Technology Decree No. 67), my department plans to conduct the issuance of new versions of A and B class amateur radio station operation technology capability verification certificates (hereinafter referred to as "operation certificates") on January 4, 2026. The deadline for replacing existing certificates is December 31, 2026. All enthusiasts are requested to replace their operation certificates in an orderly manner according to the requirements of this notice. The following details are provided:
I. The principle of replacement
(1) The issuance of this certificate is handled by the Amateur Radio Division of the China Association of Wireless Telegraphy.(CRAC)Coordinate and organize the replacement of "China Radio Association Amateur Radio Operator Certificate" (i.e., original blue and green AB-class certificates).
(2) The exchange channels are open once per month. Class A includes 9 channels (Guiyang, Zunyi, Liping, Anshun, Bijie, Tongren, Qian Dong, Qian Nan, and Qian Xinan), while Class B includes 1 channel (Guiyang).
(3) The application channel for replacing licenses opens on the first workday of each month at 8:00 AM and closes on the tenth workday of that month at 6:00 PM. The number of applications accepted each month is adjusted dynamically based on the overall progress of license replacements across the province. If the number of applications reaches the limit, it will not be possible to submit an application for that month; instead, applications can be submitted in subsequent batches.
(4) After enthusiasts submit their application materials, they will be reviewed in batches. Once approved, the applications will be processed sequentially. Enthusiasts can log into the online platform and access "My Application" to check the status of their review. Relevant results will be displayed under "Approval Status" and "Reasons for Rejection." Further details can be obtained by clicking on these sections. If rejected (due to incomplete application materials), they must resubmit in subsequent batches.
(5) This refers only to replacing Class A and Class B operating certificates. If you hold both a Class A and a Class B operating certificate, only the Class B certificate will be replaced.
(6) In accordance with the principle of local management, my department only issues original operation certificates issued by the Guizhou Provincial Government. We do not issue operation certificates issued by other provinces (autonomous regions, municipalities). If you have obtained an operation certificate from another province or municipality, please contact the issuing agency.
(7) Individuals applying for a new license under Category A should choose the appropriate exchange channel according to their contact address. Applications submitted through channels outside of their designated region will not be processed. The original issuing authority is Guizhou Province, but those who currently have contact addresses outside of the province should submit an application through the exchange channel in Guiyang.
II. Preparation of documents for license replacement
(1) The requirements for the new version of the driver's license photo are as follows:
1. A recent color photograph of my ID, taken within the last six months, must be clear, complete, and have a white background with no visible details or markings.
2. Prohibited content includes self-portraits, full-body shots, landscape photos, lifestyle photos, photos taken with straps (halter tops), artistic photos, side views, and irregularly framed phone photos.
3. Electronic photos must not include any accessories or large-framed glasses (accessories and glasses that obscure facial features will interfere with identity verification during the exam).
4. Digital photos should not be subjected to stretching, beautification, or other PS operations (if the photo's proportions do not match the applicant's actual appearance, or if the photo has been altered, this will affect identity verification during the exam).
5. Digital photos should include a complete head, with the height of the head ranging from 1/2 to 4/5 of the photo's height. The face must be clear, and the aspect ratio of the photo should be 4:3.
6. The electronic photo file type must be in JPG format. Image resolution should not be lower than 400x300 pixels or higher than 2000x1500 pixels.
(ii) Please ensure that you provide photos according to the requirements. Photos that do not meet the requirements will be rejected and you will only be able to apply for a replacement identification card in subsequent batches.
(3) Before applying for a replacement operation certificate, if the applicant has lost or forgotten their original operation certificate number, they can query the certificate number by entering their name and ID number on the homepage of the CRAC website under the "Certificate Inquiry" section.
