In fact, the ban had already been issued in May 2024. This is a second notification from the provincial department. "Shijiazhuang Amateur Radio Club" was unregistered and conducted activities under the guise of a social organization, violating Article 3 of the "Regulations on Registration Management of Social Organizations." Based on Articles 32 and 9 of the "Temporary Measures for Banning Illegal Private Organizations," the bureau ordered its closure on May 30, 2024 (closure decision document number: Shijiazhuang Municipal Administration Office Decision [2024] No. 1).

These notices serve to warn members of the amateur radio community about maintaining order and discipline, while the Hebei Provincial Civil Affairs Bureau has also opened an online channel for reporting illegal social organizations to strengthen public supervision.
Relevant laws
Article 32 of the "Regulations on the Administration of Registration of Social Organizations"
Any social group preparatory activities conducted without approval, or any activities carried out using the name of a registered social group without registration… will be prohibited by the registering and managing authority, and illegal assets will be confiscated. If such activities constitute a crime, criminal responsibility will be imposed in accordance with the law.
Article 9 of the "Interim Measures for Abolishing Illegal Private Organizations"
… This regulation shall take effect from its publication date. Any illegal private organizations that have been operating prior to the effective date of this regulation must apply for registration within 30 days of the effective date, in accordance with the provisions of this regulation. If they fail to apply for registration or do not meet the requirements for registration within the specified period, the registration management authorities shall take measures to disband them.
One user pointed out that if a group is not registered with the Civil Affairs Department, it should avoid conducting activities under the group's name (individuals can create private groups and organize activities using their friends' names, which goes unnoticed). This aspect needs to be paid attention to.
I also reviewed the current applicable regulations, specifically the "Regulations on Registration of Social Organizations" (revised in February 2016). https://xzfg.moj.gov.cn/front/law/detail?LawID=1212 , the mandatory requirements for registration include a minimum number of members, a fixed address, and full-time personnel, as well as the establishment of bylaws.Social organizations are prohibited from engaging in profit-making business activities.
