After recently obtaining my Class B operator's license, I purchased an IC-7300 to apply for a shortwave license. After preparing all the necessary documents and submitting them to the Xi'an Amateur Radio Association for review, my application was rejected because the 7300's preliminary approval page did not explicitly state "amateur use." (See comparison of IC-7300 and UV5R)

However, according to the "Regulations for Amateur Radio Stations".(2024)"Article 7 of Chapter 2 states that 'the use of radio transmitting equipment must obtain approval for the model according to law (the frequency range specified in the model approval certificate includes amateur business bands)' and the CRAC WeChat official account published an article on September 24, 2025 titled "Explanation regarding the application for setting up, using, modifying, assembling, etc. of amateur radio transmitting equipment," which allows applications for amateur radio stations even if they use frequencies within the amateur band range.

It is clear that refusing to set up a radio station based on the argument that "the equipment used does not have amateur business markings, therefore it is not amateur equipment" violates relevant regulations. Subsequently, I contacted the Shaanxi Provincial Radio and Telecommunications Management Bureau office to inquire about any special policies regarding setting up a radio station at the provincial level. After receiving responses from the bureau and the Xi'an Radio Monitoring Station, I resubmitted the application for setting up a radio station.
I am sharing my experience setting up a station to help other amateur radio operators who have been denied permission by local authorities due to the lack of information on the relevant regulations. If you are experiencing similar issues, please contact your local radio management agency promptly to inquire about the policies and report the problem.
