是不是变更事项的那个word没写清楚。前两年，我申请A变B，给我发的A照。打电话问过去回复说，A类执照也能发射短波。笑死了，单纯他们没仔细看，错了不想改。

烟台是需要写一个跨区域设置无线电台必要性说明材料，网上有模板北京市的
