Promoting the message that "radios require permits for use" and strictly enforcing regulations, as well as cracking down on illegal radios, are also important. However, it is essential to provide a legal outlet for legitimate communication needs, otherwise people will be forced to operate more covertly and "cleverly" in violation of the law.
