The main meanings are two:
1. If the location specified on the license isNationwide, no fixed locations(The licenses issued locally are for amateur radio stations that operate nationwide without a fixed location, or for those issued by the Ministry of Industry and Information Technology (MIIT) specifying nationwide operation.) This applies within mainland China.You don't need to add prefixes like "B1/" regardless of where you go.
The Ministry of Industry and Information Technology cited the reason as stated in Appendix to the "Regulations for Management of Amateur Radio Stations."
"8. Amateur radio stations approved by the national radio management agency are inOutside of the staging areaFor operations involving transmitting from a different location, the call sign should be in the format: "Letter B, operating amateur radio station zone number, / , my own amateur radio station's call sign".
The address on the license indicates that it's a nationwide, non-fixed location. Since all such locations are designated as "setting points," there is no need to add a prefix.
2. If a fixed-location radio station is transmitting from a different location, then the prefix must be added regardless of where the station is located – whether it's within or outside the designated area, or within or outside the zone.
However, in the subsequent days, the replies to my emails from the head of the webpage were:
"Based on the requirements of Article 25 of the Regulations regarding remote operation, when actually performing remote operation, if it is a cross-zone remote operation, the prefix "letter B, operating zone amateur radio station code, /" (hereinafter referred to as "prefix") should be added before the call sign; if it is a remote operation across provincial administrative areas within the same zone, the prefix should generally be added before the call sign, but to improve operational convenience and communication efficiency, it can also be used directly without the prefix using one's own call sign.
