在湖北领到操作证的新证后，操作证弄不见了。找经信厅的无线电管理处，之后说要找省无线电监测中心来申请挂失，打了好几通电话，就在来回扯，管考试的时候不能管挂失，管发证的又说不能管挂失，说如果他们挂失的话就是越级操作。最后结果就是，无线电管理处和省无线电监测中心来回撤谁都不给办。不知道有没有哪位湖北友台有过类似的经历能分享一下几个方法吗？

After obtaining my operating license in Hubei, I lost it.
I contacted the radio management office of the Administration for Radio and Information Technology (经信厅), but they told me I needed to apply for a cancellation at the provincial radio monitoring center. I called them several times, but they just kept passing me around and contradicting each other. One person said that during exam periods, they couldn't handle cancellations, while another said they couldn't handle cancellations either, but if they did cancel it, it would be an unauthorized action.
Ultimately, both the Radio Management Office and the Provincial Radio Monitoring Center refused to allow it to proceed.
Does anyone from Hubei have a similar experience they can share? If so, could you please suggest some methods?
