I can only say that it works, but I don't know much else. The antennas on my handheld radio, besides directional antennas (Yagi/parabolic/screw), feel pretty much the same in practice. Typically, they come with a whip antenna, which has similar performance to a GP antenna, perhaps 1/4 wavelength GP is just slightly more efficient than a small screw-type rubber antenna.
The reason is: When suspended in mid-air, antennas with wavelengths of 1/4, 1/2, 5/8, and 3/4 wave lengths effectively radiate in the same direction. Some online sources claim that 5/8 wavelength GP antennas are only effective when placed on the ground or at sea, and cannot utilize their advantages when mounted on a stand.
The common, commercially available "Rico" type antennas are not traditional GP (Ground Plane) antennas. They are monopoles, and indeed can provide a smaller radiation pattern and higher gain. While the saying "a longer antenna is stronger" is often used, this needs to be considered in relation to the specific type of antenna. It's not applicable to all situations.
