The Ministry of Industry and Information Technology has a guide for applying for licenses to set up ground-based radio stations (facilities). Appendix 4 is a template for setting up facilities across provinces, which I have personally tested and found to be effective. I modified the template based on it and submitted it with a commitment letter, and it was approved within two or three days.
