First, purchase the equipment. If you are in a province where using equipment under 15,000 RMB is legally permitted for new B models, then apply for a license exceeding 15,000 RMB with the Ministry of Industry and Information Technology (MIIT). After that, there will be a long waiting period.
If it's Old B, you don't need to wait for the operation permit; just follow the steps above.
