"Article 14: Postal enterprises are authorized to operate the following businesses:"
(1) Sending and receiving emails;
(ii) Postal clearing and postal savings;
(3) Issuing postage stamps and producing, selling stamp collections.
(4) Distribution of domestic publications such as newspapers and books.
(5) Other business activities as specified by national regulations.
Article 15: Postal enterprises shall provide universal postal services for the delivery of letters, printed materials weighing no more than five kilograms each, and parcels weighing no more than ten kilograms each, as well as postal exchange services.
Postal enterprises provide special services, such as handling official communications and the distribution of newspapers according to national regulations, as well as providing free delivery of personal letters from conscripts, Braille books for the visually impaired, and memorial items for revolutionary martyrs, in accordance with national regulations.
Postal enterprises are prohibited from ceasing or restricting the handling of the first two types of business specified without approval from the postal management department. If, due to force majeure or other special reasons, they temporarily cease or restrict the handling of these businesses, the postal enterprise must promptly notify the public and take appropriate remedial measures, and report to the postal management department.
The universal postal service standards are formulated by the State Council's postal administration department in consultation with relevant departments of the State Council; the specific methods for supervising and managing universal postal services are determined by the State Council's postal administration department.
