CRSA证件换CRAC证件，是由CRAC自己主导的，所以问CRAC应该更确切一些

最后总结一下，一是换证截止时间， 2026 年 12 月 31 日。这个大家都没有什么疑问，这个时间之后既不会受理新的换证申请，也不会接受老的操作证作为设台申请依据。二是原CRSA能否换发，从所有已知文件（包括楼主文中提到的依申请公开不能互联网传播的文件）来看，目前是留了一个口子的，而且13年换证的时候CRAC给各省提供过截止到12年12月31日的CRSA旧版证书数据库。但各地在落实的时候，对这一块怎么把握，目前是没有强制的规范和要求，因此也给了地方管理机构自由裁量的空间，也就是取决于地方管理机构是否愿意更换了。

Answer: Before the new regulations were announced, the issuance of old-version operation certificates continued to be carried out in accordance with the "Notice [2013]27 issued by the China Association for Wireless Telegraphy under the delegation and guidance of the National Radio Management Agency regarding the centralized reissue of 'amateur radio operator certificate' operations," which was established. Due to circumstances, those who were unable to submit a change-of-issue application before the deadline for centralized issuance are still able to submit an application to local processing agencies. The change-of-issue will be processed according to the specific procedures outlined in [2013] No. 27 of the National Agreement. However, since the centralized issuance work has concluded, local service agencies may adjust the order of priority for handling applications, and the time required to consolidate and submit individual applications will also significantly increase. The processing speed will therefore differ from that during the centralized issuance phase.（2015.6.24）

Answer: Yes.

Community organizations, in accordance with their bylaws, typically organize and conduct certain activities within the scope of their membership. However, the bylaws include provisions for completing tasks assigned by the government. When carrying out these tasks, the recipients are determined by the government's delegation, and may not be limited to members only. Therefore, CRAC provides a wide range of services to all amateur radio enthusiasts across the country, such as providing guidance on organizing and verifying the technical capabilities of amateur radio operators, printing and distributing operation certificates, and hosting and organizing events for all amateur radio enthusiasts. These activities are all aimed at the entire community of amateur radio enthusiasts.

Local radio management agencies may also adopt similar measures to strengthen the daily management of local amateur radio stations. This could involve entrusting local organizations with providing regulatory and operational guidance to local amateur radio enthusiasts, offering certification exams for operating amateur radio stations, requiring operators of amateur radio stations to participate in non-profit training events organized by the agency, and receiving guidance and coordination from the agency regarding interference mitigation.
