还要会员。操作证应该是当地无线电管理局核发的哇，而且操作证和执照都是免费的哇。还有，业余无线电台不得与非业余无线电台通联，公众对讲机的频率不在业余频段内，但确实不需要执照。

领取操作证：下证后就可以凭本人身份证去同瑞大厦25层领操作证实体证。无需成为协会会员。领取电台执照：需在电话通知通过时同时告知需要纸质执照，下证后去同瑞大厦25层2517办公室领取，如果没有提前申请可以去现场申请，两周后去2517办公室领取。无需成为协会会员。电话 028-86261447
