本人24年11月在陕西榆林取得了A类操作证，现在来到了青海西宁，可以在西宁考试吗？还有就是想问现在考的话就得等11月份了，那时候是不开始用新题库了

I obtained my Class A operating license in Yulin, Shaanxi Province, in November 2024. Now I am in Xining, Qinghai. Is it possible to take the exam in Xining? Also, I was wondering if taking the exam now would mean waiting until November, when the new question bank will be introduced.
