Is that blue wire the antenna's vibrator? Ideally, the vibrator should be within 3 meters of the antenna and not have any other objects nearby. Your setup essentially places part of the antenna indoors. To maximize performance, try to extend the vibrator as much as possible. If the environment allows, you can purchase two lengths of rope: one to fix to the railing on your balcony, and another to tie to a tree or other location below, extending the antenna halfway into the air.
