Locally, ham radio operators exchange QSL cards in person by bringing them to a meeting. They also communicate beforehand to arrange the exchange; if the other party has a QSL card, they can directly exchange it.
The other option is to check qrz.com or qrz.cn, and if you find someone who provides an address and contact information, simply send them a message. If you don't find anyone, you can email them and ask if they are willing to exchange cards. If there is a specific DX (long-distance) contact that doesn't have a QSL card on qrz.com or qrz.cn, I will try to find them in the WeChat group and then ask them about exchanging cards.
