If you plan to obtain a C license, which requires an 18-month shortwave license, I recommend not buying any equipment costing more than 15,000 yuan at this time. Instead, buy a QRP radio like the 705 or G90. You won't be able to get an official license from the Ministry of Industry and Information Technology (MIIT) for these types of radios (the MIIT's official response currently does not recognize new B licenses with radios exceeding 15,000 yuan).
