Before setting up a hobby radio station on-site, you must first download and complete the two electronic documents: "Hobby Radio Station Setup and Use Application Form" and "Personal Hobbyist Information Form" (attached at the end), then save the completed file with your name as the filename in .xls format. II. Application materials for on-site processing
When a hobbyist applies for a license, they must bring the following documents and complete the relevant application form on-site to obtain a certificate for operating an amateur radio station.
1. Original ID card

4. Radio equipment nameplate photos must be printed on paper. Color or black and white is acceptable, but the photos must clearly show the radio's model number and factory serial number from the nameplate.
III. Important notes for non-residents of our city, students enrolled in schools, and minors applying for licenses.
The relevant national radio management authorities require that amateur radio stations must adhere to the principle of local jurisdiction. For hobbyists who do not have registered addresses in Xi'an City, proof of work within the Xi'an City area must be submitted. (End of letter – occupies approximately 1/3 of A4 paper; remaining 2/3 should be left blank) Followed by the template.
The registered residence must be one of the following: New City, Beilin District, Lianhu District, Yanta District, Baqiao District, WEYANG District, Yanliang County, LinTong County, Chang'an District, GaoLing County, FengYue County, and ZhouZhi County, excluding those residing in other areas under the jurisdiction of Xi'an City. Proof must be provided demonstrating that the individual resides and works within the designated area of Xi'an City.
Students who are not registered with the household registration of Xi'an City must bring their original student ID and a photocopy.
If the applicant is a minor, they must submit copies of proof of their legal guardian's identity and documents proving the relationship between the applicant and the guardian.
IV. Important considerations for amateur radio stations applying for a license
1、Approved code and casual business
When applying for the first time to operate a hobby radio station, the applicant must declare the radio equipment they will use, and it must be declared that the equipment has obtained a "Certificate of Approval for Radio Transmission Equipment Model" issued by the People's Republic of China (CMIIT ID code), and that the equipment name in the search results indicates "(hobby business)." (As shown in the appendix.)

V. Addresses and contact details of sub-committees, working hours
To avoid gatherings of people, enthusiasts who wish to set up a booth must submit their electronic data for review in advance. Once the data is approved, they can make a phone appointment and proceed to the venue only after confirming the time.
