一、预约现场办理前，先填写申请设台的电子数据，并发送邮件审核。
现场办理业余无线电台设台手续前，需先下载填写《业余无线电台设置、使用申请表》和《个人爱好者信息表》两个电子文件（文末附件），填写完毕后，文件名保存成附带自己的姓名.xls格式文件。并将电子文件作为附件发送电子邮件至316161793@qq.com，提交审核，邮件回复审核通过后，再电话联系029-86235700，预约现场办理时间。

附件的电子表格为填写样式模板，可供参考修改。

二、现场办理设台申请资料

爱好者办理设台手续时，携带以下资料,现场填写相关申请办理业余无线电台执照的纸质文件。

1、身份证原件

2、身份证复印件

3、电台设备

4、电台设备铭牌照片，需打印成纸质；彩色黑白不限，但需能辨识出电台的机身铭牌上的型号、出厂序列号等信息。

三、非我市户籍、在校学生、未成年的爱好者申报执照注意事项

国家无线电管理部门对业余无线电台是采用属地原则，户籍登记地址为非西安市户籍的爱好者，需提交在西安市辖区的工作证明。（行文结束位置，仅占A4纸面1/3,剩余2/3请留空）后附样式。
户籍登记地非西安市户籍指：西安市下辖新城、碑林、莲湖、雁塔、灞桥、未央、阎良、临潼、长安、高陵、鄠邑，蓝田、周至以外的设台人，需出具可证明设台人在西安市辖区内工作的证明材料。
非西安市户籍的在校学生，需携带学生证原件及复印件。
申请人为未成年人的，需提交其监护人身份证明复印件，以及申请人与监护人关系的证明材料。
四、关于申报设台的业余无线电台的注意事项
1、核准代码和业余业务
首次申请办理业余无线电台的设台人，提交申报的无线电电台设备，需申报已获得《中华人民共和国无线电发射设备型号核准证》CMIIT ID代码、且在查询结果的设备名称中标注（业余业务）的电台设备。（如附图所示）

避免人员聚集，办理设台的爱好者需提前提前提交电子数据审核通过后，进行电话预约,确认时间后方可前往现场办理。

BI9CYD In fact, if you go there, you'll find that the learning center's office is actually at the Shaanxi Provincial Radio and Communications Management Committee, Xi'an North Monitoring Station... The learning center is simply a specialized institution responsible for part-time radio management.

BI9CYD The application was submitted to the management agency, but the agency outsourced the implementation to a third-party organization through the purchase of services.

According to the information on the bidding and procurement website, the management agency outsourced tasks such as issuing operating licenses, conducting exams, and collecting data for amateur radio stations through a service contract with the Xi'an Radio and Communications Society.

Based on my own experience, the current process is as follows: submit application materials to the society – the society conducts an initial check and fills in the required information, then submits it periodically for approval by the management agency – once approved, the society sends a notification to the applicant who can then collect the documents (or arrange for them to be delivered via phone or courier).

BI9CYD The local society in Xi'an is responsible for reviewing and collecting setup information, and then submitting it to the Shaanxi Provincial "No-Commission" (i.e., regulatory authority) for processing.

BI9BUM The association's office is located on South Second Ring Road, while the "hobby station" in the north is just a place for receiving mail. The earliest location was in the courtyard of Ishiwei on North Second Ring Road.

The information of individuals who passed the proficiency test for amateur radio station operation in Xi'an City in the second half of 2025 has been uniformly released by CRAC. Those who successfully passed the exam can query related information through the "Zhipu APP" or the CRAC examination website.
To avoid gatherings, those who have passed the exam can obtain their certificates and arrange for equipment setup by making a phone appointment starting from Monday, November 24th. Appointment telephone: 029-86235700.

To apply for a designated service desk appointment, you must submit the required documents according to the "Application Process and Guidelines for Designated Service Desk Appointments." After your application is approved, you will be contacted by phone to schedule an on-site appointment. Please arrive at the designated location during your scheduled time to complete the service desk procedure.

Enthusiasts who are unable to go to the office to collect their operation certificate can use Shunfeng's pay-on-delivery service, but they must call the branch office to verify the delivery address.

Enthusiasts who wish to join the Xi'an Wireless Communication Society should prepare a 1-inch, no-photo portrait in advance and complete the membership application at the society's office.
