There are quite a few amateur radio repeaters in Xinjiang, unlike the Tibetan areas. k5web has uploaded information about repeaters in these regions, which you can download and review.

The frequency 4385 was used by a vehicle team; I have heard it mentioned on long-distance radio communication.
