英文里不是把禁止的理由说的很清楚吗。。。。

邮轮的运营公司不止一家，也有其他允许使用的。不过即使公司允许，也有其他要求： 1. 船舶搭载的所有中波、短波（包括纯接收机）以及超过一定功率的UV台都需要在该船舶的相关文件中注册。因此必须提前联系邮轮的船长进行申请，获得允许才行。 2. 如果船舶登记不在国内（即船旗不是国内，有些邮轮会登记在一些小国家上），那意味着等同于其他国家的领土，需要有对应国家的业余无线电许可才能使用。 3. 如果邮轮进入其他第三个国家的的领土的话，还要有第三个国家的许可。

英文版里面说可以带的对讲机就是国内说的公众对讲机，也就是功率上限开到5W，但仍然不允许带外置天线

There are multiple companies that operate cruise ships, and others may also allow their use. However, even if a company allows it, there are other requirements:

All medium-wave, short-wave (including pure receivers), and UV transmitters with a power output exceeding a certain level that are carried on the ship must be registered in the relevant documents for the ship. Therefore, it is necessary to contact the captain of the cruise ship in advance to apply and obtain permission.
If a vessel is registered outside of the country (i.e., the flag state is not domestic), this means that it is equivalent to another country's territory, and therefore requires a corresponding amateur radio license from that country to operate.
If a cruise ship enters the territory of another third country, it must also obtain permission from that third country.
