Since Zhuzhou is an industrial city, it may be less popular for amateur radio enthusiasts. Try accessing the Changsha repeater on weekdays in the evening or weekends during the day. Frequencies 439.8875/-9/88.5 and 439.950/-9/88.5 should work. Also, make sure you have your B-license before attempting to use these frequencies. Shortwave radio is a completely different experience.
