Let's consider two scenarios: firstly, insufficient power supply; secondly, not enough voltage. In either case, a rated power supply of at least 30A is required. The larger the better.
With an ICOM radio operating below 12V, it will not output full power. Low voltage may also be due to a long or faulty power cable; replacing with a thicker one or shortening it can help.
