Ultimately, the best antenna depends on the frequency band you want to receive. For VHF/UHF (including airband), a few dozen or so car-mounted whips or masts plus an antenna mast of sufficient height within your capabilities should be adequate. Even expensive antennas will only provide limited improvements in reception unless they are combined with a rotating antenna.
If the desired frequency band is the shortwave band, at a minimum, you would need to have an antenna that can receive signals in that band. Ideally, having a directional antenna (like a Yagi) would be even better.
Another option is to use active receiving antennas, such as the K480, which will provide significantly better reception than passive antennas.
However, to achieve a significant improvement, it should ideally be designed for outdoor use.
Before the antenna had sufficient receiving capabilities, the problem was no longer about the equipment itself. Even the most expensive equipment could only provide limited improvement.
