Personally, I feel that if you use a transmitter with callsign "A" and send from a location within the province, there's no need to leave the province. However, traditionally, in amateur radio, if you have a problem, you should contact the local regulatory authority ("无委") and they can usually resolve it. Also, when operating outdoors, it's important to follow instructions and avoid conflict.
